Messaging Apps Will Not Work Without Active SIM โ€“ New Government Rule

The Indian government has announced a major change in the rules for using messaging apps. Popular platforms like
WhatsApp, Telegram, Signal, Snapchat, ShareChat, JioChat, Arattai, and Josh
will no longer work without an active SIM card.

This rule has been introduced by the Department of Telecommunications (DoT) under the
Telecommunication Cybersecurity Amendment Rules, 2025.

These apps must ensure the userโ€™s SIM card remains continuously linked to the app.
Platforms have been given 90 days to implement this.

Auto-Logout Every Six Hours for Web Users

A major change has been introduced for users who access these apps via web browsers:

  • The app will auto-logout every six hours.
  • Users must scan the QR code again to log back in.

Why Was This Decision Taken?

According to the DoT, the change was made to fix a serious flaw:
most messaging apps verify the mobile number only once during installation.

After that, the app continues to function even if:

  • The SIM card is removed
  • The SIM becomes inactive
  • A new SIM is inserted into the device

This makes it difficult for authorities to trace criminals, especially those who:

  • Change SIM cards frequently
  • Use apps from outside India

Persistent SIM-binding will now maintain a verifiable link between
the user, the SIM number, and the device,
helping reduce fraud, scams, and misuse.

Already Used in Banking Apps

This SIM-verification method is already implemented in:

  • UPI apps
  • Mobile banking apps
  • Payment wallets

These apps do not function without an active SIM card and continuously verify SIM presence.
Even SEBI is considering similar security measures like:

  • SIM-binding for trading accounts
  • Facial recognition verification
