Vacancies in Public Sector Banks: Government’s Reply in Lok Sabha (Unstarred Q. No. 2441)
The Government of India has shared an updated picture of manpower and vacancies across Public Sector Banks (PSBs) in a reply to
Lok Sabha Unstarred Question No. 2441 answered on August 4, 2025. The reply, given by
Shri Pankaj Chaudhary, Minister of State in the Ministry of Finance, covers sanctioned manpower, staff in position,
vacancies, the scale of outsourcing, and recent recruitment actions by PSBs.
- Manpower planning is bank-driven: PSBs determine their manpower based on business needs, spread of activities, superannuation, and unplanned exits.
- Recruitment: In the last five years (FY 2020–25), PSBs recruited 148,687 employees; recruitment of 48,570 employees is underway in FY 2025–26.
- Staffing level: As on 30.06.2025, around 96% staff are in position against business requirements; the gap is largely due to attrition (retirements/unplanned exits).
- No post abolished: Banks have informed that no post has been abolished in the last six years.
- Outsourcing (non-core): PSBs engage contractual/outsourced staff for non-core activities (housekeeping, security, ATM guards, etc.), complying with the Minimum Wages Act, 1948; Payment of Bonus Act, 1965; Contract Labour (Regulation & Abolition) Act, 1970; and Payment of Gratuity Act, 1972.
