Consumer Complaints Surge Post-Reforms

The National Consumer Helpline (NCH) has recorded nearly 4,000 GST-related complaints since the rollout of the Next-Generation GST Reforms 2025. The Department of Consumer Affairs and the Central Consumer Protection Authority (CCPA) are actively monitoring these grievances for resolution and possible class action.

Clarifications by CCPA

  • Milk Pricing: Fresh milk was already GST-free, and UHT milk has now been exempted. Complaints of overcharging are based on misunderstanding.
  • Electronics: GST reduced from 28% to 18% on TVs, monitors, dishwashers, and ACs. Laptops, refrigerators, and washing machines were already at 18% GST, so no change.
  • Domestic LPG: Continues at 5% GST โ€” unchanged under reforms. Prices depend on crude oil, subsidy, and distribution factors.
  • Petrol: Not covered under GST. No change in rates due to GST reforms.

Consumer Awareness Drive

The Department of Consumer Affairs has conducted consultations with industry bodies (FICCI, ASSOCHAM, CII, RAI, CAIT) and Voluntary Consumer Organizations to ensure that GST benefits reach consumers. Awareness campaigns are being launched to counter misinformation.

What CCPA Said

โ€œWhile misperceptions are being clarified, strict action will be taken against companies deliberately overcharging or not passing on GST benefits,โ€ CCPA stated. The authority reiterated its vigilance in protecting consumer rights.

Consumer Takeaway

  • Check GST status of commodities โ€” milk and UHT milk are exempt, LPG unchanged, petrol outside GST.
  • Electronics like TVs and ACs should reflect GST cut benefits.
  • Report non-compliance via 1915 helpline, INGRAM portal, WhatsApp, UMANG app (services in 17 languages).
