CII Pushes Reform Agenda: Simplified GST, Jobs for Gig Workers, and Growth Roadmap for Viksit Bharat 2047

The Confederation of Indian Industry (CII) has presented a major reform agenda
to the Centre aimed at accelerating India’s journey toward becoming a developed nation by 2047.
In its report titled “Policies for a Competitive India”, the industry body has made over
250 policy recommendations, with 14 key reform areas highlighted as priorities.

Key Reform Proposals

Among the top suggestions are a simplified GST structure with the inclusion of
petroleum and real estate, a national employment policy, and a
special framework for gig and temporary workers.
The CII report emphasises that reforms in taxation, labour, and infrastructure are crucial to boosting
India’s competitiveness in the global economy.

Structural and Economic Reforms

The agenda also proposes monetary discipline, inflation control, advanced statistical methods,
and reforms in non-strategic public sector enterprises. Key measures include:

  • Privatisation of non-core public assets and land
  • Creation of a sovereign wealth fund
  • Decriminalisation of minor business violations
  • Single-window clearance and faster approvals
  • Second-generation IBC reforms and streamlined labour laws
  • Minimum wage enforcement and quick dispute resolution

Energy and Infrastructure Recommendations

In the energy sector, CII has called for competitive tariffs, removal of cross-subsidies,
strengthening transmission networks, and greater private participation in nuclear power.
It also stressed the importance of green hydrogen adoption.
For infrastructure, the report highlights the need for industrial corridors,
improved transport connectivity, and stronger support for
e-commerce exports and capital-backed manufacturing.

Industry Views

CII President Rajiv Memani said the recommendations align with the government’s ongoing
reform agenda and reflect the Prime Minister’s vision for bold, inclusive change.
Former CII President Sanjiv Bajaj added that as India moves closer to becoming the
world’s third-largest economy, such reforms are critical to enhancing global competitiveness.

CII believes these steps will help India achieve faster growth, create more jobs, and ensure inclusive development.
The agenda, prepared in consultation with industry leaders, economists, and policy experts,
provides a roadmap to make India a Viksit Bharat by 2047.
