The central government is expected to announce a 3% dearness allowance (DA) hike this month as a Diwali bonanza
for employees and pensioners, with the proposal slated for Union Cabinet consideration. The increase will take effect
from July 2025.
This hike will benefit over 1.2 crore employees and pensioners. Currently, DA is 55% of basic pay;
after the hike, it rises to 58%.

How Is DA Calculated?
DA is based on the Consumer Price Index for Industrial Workers (CPI-IW) released monthly by the Labour Bureau.
The government averages CPI-IW for the preceding 12 months and applies the 7th CPC formula:
DA (%) = [ (12-month avg CPI-IW โ 261.42) รท 261.42 ] ร 100
Note: 261.42 is the 2016-base CPI-IW average used under the 7th CPC.
8th Pay Commission: Status & Timeline
The 8th Pay Commission was announced in January 2025, but the Terms of Reference (ToR) and member appointments are pending.
As per a brokerage note, implementation is unlikely before late 2026 or early 2027.
- 6th & 7th CPCs took ~1.5 years to submit reports after setup.
- Post-report, Cabinet implementation typically takes 3โ9 months.
- Speculative projections include a fitment factor ~1.8 and a possible minimum pay rise from Rs. 18,000 to Rs. 30,000 per month.
